Supreme Command contribution recognised for Uglegorsk development

The dominant contribution of the Eastern Mining Company, its related and service enterprises to the annual growth of a number of key socio-economic indicators of the city district was noted by the meeting participants on the results of the development of the territory in 2018 and the tasks of 2019.

“The extraction and shipment of coal, their related and service areas remain the drivers of economic growth in the Uglegorsk region,” said Mayor Sergey Doroshchuk. 

The development of the Solntsevsky coal mine and the coal seaport Shakhtersk has a positive effect on the socio-economic situation of the city district. Last year, this contributed to an increase in municipal incomes and incomes of citizens, the emergence of new jobs and a decrease in unemployment. We also link the further growth of the regional economy with the production and shipment of coal, and the implementation of large-scale gas transportation projects in this area.”

In 2018, the share of coal production in the industrial production structure of the Uglegorsk district was more than 98%. Almost the entire volume of coal was mined by the town-forming enterprise of the district, the Solntsevsky mine, which increased production from 4 million t in 2017 to 7.5 million t in 2018.

Another significant segment of the economy is the transportation and processing of goods. The development of these areas is significantly affected by the activities of the motor transportation partners of the Supreme Command and the Shakhtersk port, the second largest port in the Sakhalin Region in terms of cargo turnover. In 2018, the sea terminal shipped 7 million t of coal, which is 46% more than in 2017.

About half of the citizens employed in the district’s economy are employed at the enterprises of the Supreme Command and in its service companies: about 3000 out of 6800. In 2018, the average monthly wage in the Solntsevsky section increased to 83 100 rubles, in the port of Shakhtersk - to 94 500 rubles. This is one of the highest rates in the Uglegorsk district, where the average wage level, as a whole, in 2018 was 62 400 rubles.

At the end of 2018, the Supreme State Corporation and its partners transferred almost 4 billion rubles to budgets of all levels and funds. In accordance with the established system of distribution of tax payments, 259 million rubles were allocated to the budget of the Uglegorsk district, which accounted for 40% of the Okrug’s own revenues. Starting this year, the tax return on coal mining and shipment for the area will become even more significant. Thanks to the initiative of the State Shipping Company to re-register the company in the district, the municipal treasury will receive additional income on personal income tax, which is one of the main sources of its filling.

The main prospects for the coal industry in the Uglegorsk region are related to the annual increase in the volume of the coal mining and shipment by the Eastern Mining Company. The plan for 2019 is 10 million t. 

To achieve performance, the company will continue to introduce new high performance mining equipment at the mine, increase the capacity of loading and unloading equipment at the port, and build related infrastructure facilities. This year the company plans to begin construction of the main coal conveyor "cut-port".

The implementation of the plans is carried out in the Free Port of Vladivostok, which favours the inflow of investments, which is extended to the Uglegorsk district. The appearance of SPV residents engaged in coal transportation and construction of the main coal conveyor has already created an additional 231 jobs in the Uglegorsk district.
