New Philippine power plant to use circulating fluidised bed technology

World Coal,

Alstom has signed a contract to deliver equipment for a 135 MW Concepcion Circulating Fluidised Bed (CFB) power plant, which will be constructed in the Philippines. The CFB power plant will be constructed for Palm Concepcion Power Corp.

The contract is valued at over €15 million and is set to be completed by the end of 2015. Alstom will deliver one 135 MW steam turbine, with generator set and auxiliaries, including the water-cooled condenser for the coal-fired power plant.

The plant will be constructed by the NLSC Consortium. The consortium includes First Northeast Electric Power Engineering Corporation of China Energy Group (NEPC), Liaoning Electric Power Survey & Design Institute and Shenyang Electric Power Design Institute.

CFB combustion

In a recent report from the IEA Clean Coal Centre, Dr Qian Zhu noted that CFB combustion, as an alternative to pulverised coal combustion (PCC) for power generation, offers several benefits. CFB combustion boilers are flexible, allowing a wide range of fuel quantities and sizes to be burned.

Emissions of SOx and NOx are also significantly reduced, without the addition of expensive flue gas emissions control systems.

Even though the combustion temperature of a CFB boiler is low, the circulation of hot particles provides efficient heat transfer to the furnace walls and allows a longer residence time for combustion and desulfurisation reaction. This results in good combustion efficiencies, comparable to PCC boilers.

Philippine power generation

The power plant will generate power for the Visayas Grid, in response to growing Philippine energy demands. The Visayas Grid currently has a capacity of 1700 MW, representing 12% of the country’s power demand.

Alstom’s senior vice president for sales and marketing, Wouter Van Wersch, said the company was pleased to supply the steam turbine for the project, noting that the “contract strengthens [Alstom’s] position in the Philippines.”
